The export control of specific consumer grade drones has been relaxed, and the control of dual-use payloads for military and civilian use has been tightened.
The Ministry of Commerce, General Administration of Customs, and Equipment Development Department of the Central Military Commission have issued a notice on optimizing and adjusting the export control measures for unmanned aerial vehicles. According to the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and the Customs Law of the People's Republic of China, in order to safeguard national security and interests, with the approval of the State Council and the Central Military Commission, it is decided to adjust the export control measures for specific unmanned aerial vehicles and related items. Formally implemented from September 1, 2024.
This adjustment mainly includes the following aspects:
Firstly, some companies are facing stricter requirements. We have adjusted the control standards for some important components of unmanned aerial vehicles, including infrared imaging equipment, synthetic aperture radar, lasers for target indication, and inertial measurement equipment. Relevant enterprises need to follow stricter regulations in the production and export of these components to ensure compliance with national export control requirements.
Secondly, there may be opportunities in the specific consumer drone market. The temporary regulation on specific consumer grade drones has been lifted, which may bring more market opportunities for enterprises in this field.
Thirdly, beyond line of sight, multi aircraft formation, and anti drone equipment are restricted. It is prohibited to use wireless communication equipment with any of the following characteristics for specific unmanned aerial vehicles or unmanned airships (refer to customs commodity codes: 8517629910, 8517691002, 8526920010).
The distance between wireless television and transmission is greater than 50km.
The ability to control multiple aircraft in one station is greater than 10.
Anti drone electronic jamming equipment with interference range greater than 5km (refer to customs commodity number: 8543709960).
A high-power laser with an output power greater than 1.5kW specifically designed for anti drone systems (refer to customs commodity number: 9013200093).
Fourth, export restrictions on civilian drones that are not subject to regulation. Explicitly prohibiting the export of all unregulated civilian drones for the proliferation of weapons of mass destruction, terrorist activities, or military purposes will help regulate the export order of civilian drones and prevent them from being illegally used for non peaceful purposes.
